State of the Arts Competition & Recreational Cheer Handbook
Welcome to Stat of the Arts Cheer!
We are excited to have your child join our cheerleading program. This handbook outlines the rules and expectations for all participants, coaches, and families involved. Please read it carefully, as it is essential to understand and follow these guidelines for the success and safety of the team.

New Mexico State Law on Cheerleading
In accordance with New Mexico State law, all cheerleading activities, including practices, competitions, and events, must adhere to the safety standards and regulations outlined by the State. This includes proper training for stunts, spotters, and all physical activities, as well as maintaining the safety and well-being of all participants. Coaches are trained to ensure proper safety protocols are followed. _
________________________________________
Liability of Cheerleading
Cheerleading is a physically demanding activity, and while coaches will take every precaution to ensure safety, injuries can occur. By signing up for this program, both the athlete and the parent or guardian acknowledge and accept the inherent risks involved in cheerleading.
Release of Liability: By participating, you agree to release and hold harmless State of the Arts Cheer and its coaches from any liability arising from accidents, injuries, or damage that occur during practices, events, or any related activities.
Mandated Reporters and Abuse Prevention Training
As owners and coaches of State of the Arts Cheer, we are mandated reporters. This means that by law, we are required to report any suspected cases of child abuse or neglect to the appropriate authorities. The safety and well-being of our cheerleaders is our highest priority, and we take our responsibility in ensuring a safe environment very seriously.
Please Note:
• All staff and coaches are mandated reporters under state law.
• We encourage all cheer families to participate in USA Cheer’s abuse prevention training. This training provides valuable information on recognizing and preventing abuse and helps ensure that everyone involved in our program is equipped with the knowledge to keep our athletes safe.
We appreciate your support in keeping our cheer program a safe and positive environment for all athletes.
All Star Cheer Program Dual Participation Policy
Objective:
To maintain program integrity, ensure athlete commitment, and adhere to USASF regulations, all athletes must select and commit to a single All Star cheer program for the duration of the season. They cannot be on 2 All star Cheer programs as long as it’s the same company.
Policy Details:
1. Single Program Commitment:
Athletes are required to choose one All Star cheer program and remain committed to that program for the entire season. Participation in multiple All Star programs during the same season is prohibited.
2. Crossover Restrictions:
o Within the Same Program:
Athletes may compete on one primary team and may crossover to a maximum of two additional teams within the same program during a competition.
o Between Different Programs:
Athletes are not permitted to crossover between different programs during the same event.
o Exception for Level 7 Teams:
If an athlete's primary program does not offer a Level 7 team, they may crossover to another program's Level 7 team, provided they do not exceed the maximum number of teams permitted.
o Tier Restrictions:
Athletes are not permitted to participate on teams from different competitive tiers (e.g., Prep and Elite) within the same event. International divisions are considered an Elite tier; therefore, athletes may not participate on both Prep and Elite or Elite International teams simultaneously.
o Crossovers Between Cheer and Dance:
Crossovers between cheer and dance teams are permitted and do not count towards the crossover limitations.
3. Program Transfers:
Athletes have the right to transfer between programs mid-season; however, it is highly recommended that all financial obligations to the original program are met before transferring. A release waiver may be required if the athlete intends to compete at The Cheerleading/Dance Worlds with the new program. The decision to sign or not sign the release waiver is at the discretion of the original program.
4. Compliance with USASF Rules:
All athletes and coaches must adhere to the USASF rules and guidelines, including those related to crossovers and program participation. Non-compliance may result in disqualification from competitions and other disciplinary actions.
Enforcement:
This policy will be enforced by the program's coaching staff and management. Any violations will be addressed promptly, and appropriate actions will be taken to ensure compliance with USASF regulations.

Resolution of Conflicts Policy
At State of the Arts Cheer, we are committed to fostering a positive, respectful, and team-oriented environment. In the event of conflicts or disputes, the following procedures will be followed:
1. Refer to the Handbook – All conflicts will first be addressed by referencing the State of the Arts Cheer Handbook, which outlines our policies, expectations, and resolution procedures.
2. Open Communication – Cheerleaders, parents, and coaches are encouraged to communicate concerns respectfully and professionally. Conflicts should first be discussed directly with the involved parties before escalating further.
3. Coaching & Leadership Involvement – If a resolution cannot be reached, the issue will be brought to the attention of the coaching staff and/or program director for mediation.
4. Final Decision & Handbook Modifications – The leadership of State of the Arts Cheer reserves the right to make final decisions regarding conflicts. Additionally, we retain the right to modify or update the handbook as necessary to ensure the continued success, safety, and integrity of our program.

Practice Guidelines
1. Practice Wear:
Proper practice attire is mandatory. All athletes must wear comfortable athletic wear that allows for ease of movement, such as t-shirts, tank tops, shorts, or leggings. No jeans or restrictive clothing allowed. Shorts must be appropriate. No crocs, cheer or athletic shoes only. Once uniforms and practice wear is ordered, team practice wear and cheer shoes will be required. Hip hop will also be required to wear their practice gear and athletic shoes.
2. Punctuality:
Being on time is crucial for the success of the team. You are expected to arrive promptly at your scheduled practice time. Late arrivals disrupt the flow of practice and impact team performance. Failure to attend practice on time may result in disciplinary action. We ask that you communicate when your child is late or missing for practice. Once the season starts and your child misses 5 practices without proper communication and doctors’ note will be benched. Payment will still be due unless the removal from the team is necessarily.
3. Hair:
Hair must be up and out of the face, including bangs, for every practice. This is important for safety during stunts and routines. No beads or barrettes in hair.
4. Fake Nails:
Fake nails (acrylic or gel) are not recommended due to the risk of injury during stunts and tumbling. Nails must be trimmed to a reasonable length for safety.
5. Gum chewing is prohibited during practice and competitions.
6. Stunts:
Stunts will only be taught and practiced during scheduled practices with proper coaching supervision. Neither you nor your child is permitted to practice stunts outside of scheduled practices without the presence of a coach and safety equipment. We change teams every year and may place your child in a position that they may or may not like. All positions matter on our team, not just the flyer. Athletes will learn how to do all positions. We will do our best to pick what is best for your athlete. They cannot get upset or quit the team just because they didn’t get a position they wanted. We try to give opportunities for all children to shine on the stage.
7. No Video Recording:
To protect our routines, intellectual property, and the privacy of all participants, video recording during practice is strictly prohibited. This policy ensures that our routines are not compromised and respects the rights of our athletes and coaches. Please do not post our videos online. This is unacceptable.

All-Star Cheer & Dance Bullying and Parent Conduct Policy
At our gym, we are committed to creating a positive, respectful, and supportive environment for all athletes, families, and staff. Bullying, gossip, intimidation, and negative behavior will not be tolerated inside or outside of the gym setting.
Athlete Expectations
All athletes are expected to:
• Treat teammates, coaches, parents, and other athletes with kindness and respect.
• Encourage one another and help create a positive team culture.
• Refrain from bullying, excluding others, teasing, spreading rumors, or using social media negatively.
• Report concerns to coaches or staff appropriately.
Bullying includes repeated behavior intended to hurt, embarrass, intimidate, or isolate another person emotionally, verbally, physically, or online.
Parent Expectations
Parents and guardians play a major role in the culture of our gym. We ask all families to:
• Speak respectfully about athletes, families, coaches, and staff at all times.
• Avoid gossip, speculation, and negative conversations about other athletes or families.
• Refrain from discussing gym conflicts or concerns in areas where athletes or other families may overhear, including at competitions, practices, public places, and even in your own home.
Children often repeat and carry the attitudes and conversations they hear from adults into the gym environment. We ask families to be mindful of how discussions at home can impact team relationships and athlete behavior.
Reporting Concerns

Bullying
We encourage parents and athletes to bring concerns directly to gym staff so they can be addressed appropriately.
However, our gym will not operate based solely on hearsay or one-sided reports. If a parent approaches staff with concerns regarding bullying or inappropriate behavior:
• Staff will listen respectfully and take all concerns seriously.
• Staff will observe situations carefully and gather information before making conclusions or disciplinary decisions.
• A report or accusation does not automatically mean events occurred exactly as presented.
• Our goal is to respond fairly, professionally, and objectively for all athletes involved.
Social Media & Outside Behavior
Negative social media posts, indirect comments, group chats targeting others, or attempts to create division among athletes or families are considered harmful to our gym culture and may result in disciplinary action.
Behavior outside of the gym that negatively affects the team environment may also be addressed by gym staff.
Consequences
Failure to follow this policy may result in:
• Parent or athlete meetings
• Warnings
• Suspension from activities
• Removal from teams or programs when necessary
Our priority is maintaining a healthy, supportive, and drama-free environment where every athlete feels safe, respected, and valued.
Competition Day Expectations & Policies
Competition weekends are an important part of our season and require commitment, organization, and teamwork from both athletes and families. Please read all expectations carefully.
Arrival & Attendance
Athletes must arrive on time for all scheduled competition events, practices, meetings, and warm-up times.
Competition schedules can change throughout the day, and additional practice sessions may happen while at the event. Athletes must remain available and ready at all times.
Parents arriving late can cause the team to lose valuable practice and preparation time. Timeliness is essential for the success of the entire team.
Stay-to-Play Requirements
Many competitions are “stay-to-play” events, meaning families are required to stay in the designated competition hotel assigned by the event producer.
Failure to follow stay-to-play rules can result in penalties or even team disqualification. Families are responsible for:
• Booking required hotels when instructed
• Following all competition travel policies
• Reading and responding to emails and team communication promptly
Please pay close attention to all emails, schedules, and information sent by staff.
Competition Readiness
Athletes must arrive fully competition-ready at the designated drop-off or meeting time.
This includes:
• Full hair completed correctly
• Competition makeup finished
• Uniform on and complete
• Shoes, bows, and accessories ready
Families will not be with staff during athlete collection times, so athletes may not arrive unfinished or needing assistance getting ready.
Parents are encouraged to practice hairstyles and makeup application before competition weekends. Makeup links and approved products will be sent out once available.

Uniform Expectations
Athletes must remain in full competition uniform and approved makeup for the entire event, including awards ceremonies.
All athletes are expected to stay polished, presentable, and uniformed throughout the competition experience.
Team Responsibility
Competition weekends require flexibility, teamwork, and professionalism from everyone involved. Every family’s cooperation helps the entire team succeed.
Failure to follow competition expectations may result in disciplinary action or removal from portions of the event at the discretion of gym staff.

Flight & Travel Expectations
For fly-away competitions, families should not plan to arrive the day before competition begins.
Example: If competition starts on November 7th, athletes should plan to arrive by November 5th, not November 6th.
Travel delays, flight cancellations, weather issues, and schedule changes can happen unexpectedly. Arriving early helps ensure athletes are present for:
• Team practices
• Schedule changes
• Meetings and walkthroughs
• Team bonding activities
• Any unexpected adjustments made by competition staff
Late arrivals can negatively impact the entire team and may result in missed practices, routine changes, or competition complications.
Families are responsible for booking travel that allows athletes enough time to arrive safely and be fully prepared before competition activities begin.
Each comp will have their timeframe to be there and bonding day.

Health & Safety Policies
The safety and well-being of our athletes is our top priority. Families are expected to follow all health and safety procedures to help maintain a safe training and competition environment.
Injury Procedures
Athletes must report all injuries to coaching staff immediately, whether they occur inside or outside of the gym.
If an athlete is injured:
• Coaches may remove the athlete from participation for safety reasons.
• Staff may recommend medical evaluation before returning to activity.
• Athletes may not continue participating if staff believes participation could worsen the injury.
Parents are responsible for keeping staff informed of any injuries, restrictions, or medical concerns.
Return-to-Play Requirements
Athletes returning from injury may be required to provide written medical clearance from a licensed healthcare provider before returning to practice, stunting, tumbling, conditioning, or competition participation.
Coaches and staff reserve the right to limit participation until the athlete can safely perform required skills.
Athletes may return gradually depending on the nature of the injury and the athlete’s physical readiness.
Concussion Policy
Any athlete suspected of having a concussion will be removed from participation immediately.
Symptoms may include:
• Headache
• Dizziness
• Confusion
• Nausea
• Sensitivity to light or noise
• Balance issues
• Blurred vision
Athletes may not return to participation without written medical clearance from a qualified healthcare provider.
Parent cooperation is required regarding concussion recovery and return-to-play timelines.
Medication Procedures
Gym staff and coaches are not responsible for administering medication unless previously discussed and approved.
Parents must notify staff of:
• Allergies
• Medical conditions
• Emergency medications
• Asthma inhalers
• EpiPens or other required emergency medications
Emergency medications should be clearly labeled and easily accessible during practices and competitions.
Emergency Contacts
Parents/guardians are responsible for ensuring all emergency contact information remains current throughout the season.
This includes:
• Parent phone numbers
• Emergency contacts
• Medical insurance information
• Allergy information
• Authorized pickup individuals
In the event of an emergency, staff will attempt to contact parents immediately.
Athlete Supervision
Athletes are supervised during scheduled practices, team activities, and designated competition times only.
Parents are responsible for:
• Ensuring athletes are dropped off and picked up on time

Athletes should be fever-free for at least 24 hours without medication before returning to participation.

The health of the entire team depends on families making responsible decisions regarding illness and participation.
Coaching Philosophy & Athlete Expectations
Our coaching staff is committed to helping every athlete grow both athletically and personally. Competitive cheer and dance require discipline, accountability, mental toughness, teamwork, and coachability.
We are a structured and competitive program. Coaches may use loud, direct, and corrective instruction during practices and competitions in order to maintain athlete safety, improve performance, and prepare teams for high-level competition environments.
Athletes and families should understand:
• Corrections are part of the learning process.
• Coaches may raise their voices in busy or high-energy practice settings to ensure athletes can hear instructions clearly and respond quickly.
• Being corrected does not mean an athlete is being singled out or treated unfairly.
• Athletes are expected to respond respectfully to coaching and apply corrections with a positive attitude.
Coachability is one of the most important qualities an athlete can have. Athletes should be willing to:
• Accept corrections
• Make adjustments
• Stay focused during practice
• Maintain a positive attitude
• Work through challenges without shutting down or becoming disrespectful
Parents are expected to support the coaching staff and reinforce accountability, discipline, and respect at home.
While our staff is firm and holds athletes to high standards, we are also committed to maintaining a safe, respectful, and positive environment. Verbal abuse, humiliation, intimidation, or inappropriate behavior from coaches or athletes will not be tolerated.
Our goal is to prepare athletes not only for success on the competition floor, but also for success in life by teaching responsibility, resilience, teamwork, and dedication.
